This also raises the question of national citizenship, in particular that of recent immigrant communities and their respective legal status and possibilities of naturalization.

It emerged as a critical issue relatively early in a number of Englishspeaking countries: Great Britain, the United States of America, New Zealand, and Australia. For Western Europe as a whole, however, democracy remained a key issue on the political agenda from the late 19th century through to the end of World War II.
